Abstract
This research work is to examine the impact of effective communication on organizational productivity. Four research questions guided the study. The conceptual framework was hinged on concept of communication effective communication, and organizational productivity. Literature relating to this subject under investigation was reviewed and appropriate summaries were done. The instrument used in collecting data for the study is the questionnaire which consists of twelve (16) questionnaire items which were submitted to the project supervisor and were validated before administration by the researcher. Data collected were analyzed using mean and standard deviation to answer the research questions. The population of the study consist of (90) office managers in corporate organization in port Harcourt, Rivers State and eighty (80) was used as the sample size. The finding of the study reveals that the office communication play a major role in the productivity of an organization, it also revealed that any organization without a well-established communication system no matter its personnel policies may be bound to operate in uncertainties and risk. The researcher therefore recommended that management should continue to keep in touch with the workers on new development in the company. This would enable workers to know what is going on in the organization.

1.0       INTRODUCTION
No man is an island of his own. This is because it is man’s nature to communicate whether in the primitive world, or in modern times, in homes, churches, schools, mosques, markets, vehicles, business organization etc. Wherever there are people, there must be communication.
Communication plays a vital role in the working of any business organizations. People have to communicate to carry out their business activities. Researches indicate that organizations cannot meet their goals unless they have effective communication. In the triumph of any organization, the relationship between manager and his subordinates plays the significant role. In any business activity the manager is a key player. Communication is a ribbon, which binds the management and its officials together, and is very obligatory for the success and excellent performance of any organization. To succeed in the modern business environment the ability to communicate effectively is highly essential. Possessing the ability to communicate effectively is a sure way of becoming a pacesettering the business world. No matter the level of technological innovations that characterize our business environment, the act of communication is solely a responsibility of people. Technology can help us use the best of channels, machines and equipment; but the act of communication itself must be done by people.
According to Nido (2006) technology cannot provide the message; communication is one function that cannot be performed by machines. Without people there cannot be communication. This is because communication involves the thoughts, ideas, meaning, messages, understanding, needs and feelings of people. Only human beings or higher level of animals can express these. The best any machines can do e.g a computer, is, to receive data, store and process data.
Every activity in an organization requires communication among managers and employees, between the organization and customers, clients, suppliers and government, there must be a flow of communication. Nothing can work in any organization without communication. Communication is a human activity that occupies a very central and important place in any organization, and so must be given adequate attention, to ensure a smooth work flow.
When communicating and many components are not taken seriously, you run the risk of having problems and predicaments. Communication in all its forms must be harnessed to get the best in every situation. In today’s exceedingly fast pace of business environment, you have a rich boundary of communication modes at your disposal. Using them to your benefit will make you a force to reckon with in the business world. Whatever a person does to make another person or person understand what is in his or her mind is communication. It does not end at understanding, there has to be response from the person or persons listening, for the process to be completed.
According to Ahukanah et al (2009), defines communication as the process of exchanging ideas, opinions or emotions, between two people. It is the passing of information from one person to another by the use of words, letters, telephone reports, invoices, order and symbols. Communication has also been defined as the giving, receiving or exchange of information and opinion with the material communicated completely understood by everyone concerned.
Statement of the Problem
Humanity today forms a global tribe through the vehicle of communication. Those who therefore do not possess good communication skills will find themselves outside the circle of success.
Most companies lack intra-communication facilities like intercoms and memorandum. This leads to ignorance on the part of the subordinate, about the aim and the objective of the company as well as the standard expected of them. This could lead to liaises-faire attitude to work, which is harmful to the growth and progress of the company. It is often found that people tend to neglect the importance of having a good effective communication system in an organization which has often led to a critical situation. Organizations face difficulties in several aspects as reduced productivity, wastage of resources, delays in deliveries, workplace conflict. These factors hinder creativity and profit. This research therefore is geared towards finding out how effective communication can influence the office manager’s job performance. Communication can influence the office manager’s job performance.
Purpose of the Study
The aim of this study is to determine the impact of effective communication on the office manager’s job performance. Specifically, this study will attempt:
1.                  To find out the meaning of effective communication.
2.                  To identify how the office manager can use effective communication to achieve organization goals.
3.                  To find out if the office manager can perform well without effective communication.
4.                  To examine the impact of effective communication on an office manager’s job performance.
Significance of the Study
The research is expected to be of immense help to all organizations, office managers, management, employees, government parastatals, ministries, private sectors, individuals and the public as it will expose how effective communication can be of help to them. No organizational system or structure can function without communication. This is because just about every activity in an organization requires communication, organizations rely on effective communication among management and employees, andalso among employees at all levels to decide, on and implement the goals and objectives of the organization.
Effective communication is significant for managers in the organization so as to perform the basic functions of management, i.e planning, organizing, communicating, coordinating, controlling and evaluating. Effective communication helps managers to perform their jobs and responsibilities.
This study will also help managers to use effective communication to accomplish their function. Organizations willbenefit immensely from effective communication to share vital information and ideas which will help companies and organization to succeed. Since the aim of every business is to make profit, individuals will benefit from effective communication to achieve targeted goals of their businesses. This study will be of help to students, managers in making and management of organizations.
Research Questions
In the course of carrying out this research, the following questions will guide the study:
1.                  What is effective communication?
2.                  How does effective communication help managers to achieve organizational goals?
3.                  In what way can the office manager perform without effective communication?
4.                  How does effective communication impact on the office managers, job performance?
Scope of the Study
This study is limited to assessing the impact of effective communication on the office manager’s job performance in private organization. Only office managers and other category of secretaries in the private organization will be involved in this study. Office typists will not form part of this study.
2.0       REVIEW OF RELATED LITERATURE
Conceptual Framework
Effective communication is a critical managerial skill and a foundation for effective leadership. Through communication modern business office can establish and maintain the interpersonal relationship needed to do her job well on a daily basis, no modern business office can do well without communicating effectively.
Thus, giving the researcher a broad knowledge in achieving the aim of this study; which is to explore the impact of effective communication on the office manager’s job performance. In this chapter, the researcher reviews literature from related researches. These will be treated under the following subheadings. This is an analytical tool in this study with several variations and contexts. It is used to make conceptual distinctions and organize ideas. Here we captures something real and do this in a way that is easy to remember and apply.
The Concept of Communication
According to (Business dictionary.com) communication is concerned with the exchange of information, ideas, facts opinions, attitudes and beliefs between people. Such exchange of ideas must produce understandable information, otherwise it will be regarded that communication has not taken place. It is just more than exchanging information. It is about understanding the emotion and intensions behind the information.
According to Nwidum (2007) communication is a process of passing an under stable message from one person to another.He also defines it “as the transmission of information which involves the exchange of acts, thoughts, values, judgments and options which can take many forms like face to face conversation telephone calls, letters, and reports etc.
According to Nido (2006) communication is a human activity the foundation of interaction amongst human beings. Communication has to do with meanings and understanding, feelings and desires, with needs and ideas. Joe (2007) defines communication as the passing of information through words, gestures or messages spoken or written; through the interchange of thoughts, facts and opinion.
James Soola (2007) asserted that communication is not a one-way affair. There must be a sender to transmit the message and a receiver to receive and respond to the appropriate decisions on how the rest of the exchange should continue. According to Mbaga (2017) communication may be defined as the exchange of ideas, feelings, opinions, thoughts or information between two or more persons and acting on the information received.
Orage (2003) defines communication as the act of sharing, imparting and partaking in information exchange. Okwuanaso et al (1997) views communication as the transfer of information, ideas, beliefs, instructions or orders from one person to another.
Communication is the process of sharing information, thoughts and feelings between people through speaking, writing or body language. Based on the aforementioned, communication can be defined as the process of expressing ideas and feelings or giving people information in an understandable manner which produces a response from the receiver.
Effective Communication
Effective communication is a communication between two or more persons wherein the intended message is successfully delivered, received and understood. Is an information sharing process which involves one party sending a message that is easily understood by the receiving party?
Organizational Productivity
An organization can be defined as a social unit of people that is structured and managed to meet a need or to pursue collective goals.
Does an entity comprise multiple people, such as an institution or an association that has a collective goal and is linked to an external environment it can also be referred to an organized group of people with a particular purpose?
The Meaning of Effective Communication
Kreps (1990) defined communication as the process whereby members gather pertinent information about their organization and the change occurring within it. Generally organizational communication has two objectives. The primary objective is to inform the workforce about their tasks and the policy issues of the organization (De Ridder, 2003; (Francis, 1989).
Organizational communication is defined as “transmitting news about the work from organization to employees and through employees (Phattanacheewapul & Ussahawanitchakit, 2008; Chen et al., 2005). The second goal of organizational communication is to construct a community within the organization (Francis, 1989; Postmes et al., 2001; De Ridder, 2003).
Meaningful communication informs and educates employees at all levels and motivates them to support the strategy (Barrett, 2002). This is important as positive attitudes to change are vital in successful change programs (Kotter, 1996), as resistance to change is one of the biggest barriers to overcome. Meaningful communication requires a degree of ‘cognitive organizational reorientation’ (Van Vuuren & Elving, 2008) i.e. comprehension and appreciation of the proposed change.

How Office Manager Can Use Effective Communication to Achieve Organizational Goal
No organization can exist without communication among its members. Communication is “the process by which a person, group, or organization (the sender) transmits some type of information (the message) to another person, group, or organization (the receiver)” (Greenberg and Baron 2008). Communication performs an important role in organizational functioning. In this sub chapter, the general understanding of communication that contributes to organizational functioning will’ be reviewed. Specifically, some relevant communication theories that can be employed for organizational management are presented.
These are some of the ways office manager use effective communication to organizational goals;
v  Ability to analyze a situation
v  Ability to define the public relations need in an organization.
v  Ability to set objective and proper adequate programme that is appropriate for that corporate body and specific situation.
v  Ability to effective writing, fluent speaking and effective reading.
v  Ability to think clearly and put issues in perspective Ability to act and work as part of management teams
v  Ability to write speeches for the chief executives
v  Ability to provide needed information to the organization.
The Impact of Effective Communication on the Office Manager’s Job Performance
According to Nwidum and Nna (2011), some of the effects of effective communication on an office manager are as follows:
1.          Effective communication will bring about the delivery of clear communication/messages to employees which will result to peak information and increased productivity.
2.          It would bring about high turnover rates, as your products and services would be well marketed and as a result enjoys high patronage.
3.          It would ease frustration and eliminate understanding and confusion as everybody would understand what to do and how to do it.
4.          Effective communication allows managers and employees to share vital information which helps companies and organizations to succeed.
5.          It also helps office managers facilitate information sharing between company employees and can substantially contribute to its commercial success.
6.          It helps to achieve organizational objectives.
7.          It serves as a means by which people are linked together in an organization.
8.          It helps to effect organizational change with ease.
9.          It makes coordination of group activities in organization possible in relation with external environment collective bargaining.

The Uses of Communication
According to investopedia.com, Effective communication can be used to achieve the following in an organization:
1.      Increased productivity: Better communication leads to better understanding of the matter, which in turn improves the productivity of an organization.
2.      Enhanced job satisfaction: Providing job satisfaction to its employees forms the key element for a successful organization. Open communication between manager, subordinates and other vendors creates a haggle free environment each of the employees feels considered upon. This helps to build loyalty and trust within that organization.
3.      Better relationship with co-workers: Open effective communication is highly important for each employee to understand different viewpoints and suggestions. If each person shows willingness to inquire about others opinions on a particular subject and feels free to express their own views, then it’s easy to maintain better relationship at work place.
4.      Optimum utilization of the resources: Organization uses effective communication to plan and schedule different resources so as to ensure optimum utilization.
5.      Strong team work: Effective organizational communication will lead to strong teamwork and the ability for employees at all levels of the organization to work together to achieve company goals. In addition, effective organizational communication will provide employees the knowledge, structure and positive work environment they need to feel comfortable dealing with conflict and resolving issues effectively.
6.      Strong relationship: Effective communication builds strong relationship. Trust and loyalty are key factors in any relationship and both are boosted by communication that is focused on meeting individual needs, conveying important information and providing feed-back positive and constructive.
7.      Clear expectation: Effective communication helps organization to establish clear expectations for employees and perhaps surprisingly for customers as well. Clear expectation will convey how their performance will impact the company and give them an indication of what they need to do to achieve positive feedback.
Mediums of Communication
According to Bryan (1998), some of the medium of communication involves circulars, letters, memos, and bulletin board.
1.      Circular: A circular is a letter or left let to be distributed amongst a group of interested people such as staff and customers.
2.      Letter: One of the most important means of communication in business is a letter. Letters are used for both internal and external communication.
3.      Memos: A memo is a note sent between members of the same organization for a number of purposes.
4.      Bulletin Board: Another useful purpose for computer communication is the bulletin board system (BBS). Bulletin board system is a message base where you can read message and leave them for other people.
Characteristics of Effective Communication
According to Richard (2005) the following are the characteristics of effective communication:
1.      Speed: It is necessary to determine the amount of speed required or the urgency of the communication.
2.      It must be accurate and unambiguous.
3.      Safety: The feedback need to be documented
4.      Security: The confidentiality of the message must be considered.
5.      Records: It will serve as an evidence for transaction.
6.      Impression: The means of communication must be borne in mind when choosing the type of communication.
7.      Cost: The overhead expenses should be considered when choosing communication means.
THEORETICAL FRAMEWORK
The theoretical framework is the structure that can hold orsupport a theory of a research study. It introduces and describes the theory that explains why the research problem under studyexists.
Psychosocial Human Development Theory
The psychosocial development theory was propounded by Erik, Erikson (1950s). According to Erikson, development of certain skills required for job performance is helped for adult, employees and children. The revisions Erikson model is simple and elegant yet very sophisticated. The theory is a basis for broad or complex discussion and analysis of personality and behaviour and also for understanding and for facilitating personal development of self and others.
Erik Erikson believed that his psychosocial principle is genetically inevitable in shaping human development. This is related to the study because it deals with one aspect of this study which is mainly effective communication on the office manager’s performance.
RELATED EMPIRICAL STUDIES
Kinate Barikue Queen (2015) carried out a research titled effective communication and its impact on the office manager’s functions. The population of the study consists of fifty (50) office managers. The study made use of simple random sampling techniques. The study is guided by four (4) research questions and four hypotheses are. The instrument used for the collection of data was a structured questionnaire.
The data were analyzed using mean and standard deviation mathematical format for calculating responses of the respondents. The study found out that office manager cannot perform effectivelyin their job, and also may not plan and coordinate activities without effective communication. The study further recommended that for effective communication to take place in an organization, the barriers to communication must be reduced since they cannot be completely removed. This is related to the study because it deals with one aspect of this study which is mainly effective communication on the office manager’s performance.
3.0       RESEARCH METHODOLOGY
Research Design
The research design used for this study is a simple survey research which involves the collection of data in order to extract findings based on the subject matter.
According to Asika (2000) research design is the conceptual structure within which the research is conducted. Similarly, Ghauri and Gronhaug (2005) further added that research design is the plan, structure and strategy of investigation concerned with obtaining answer to research questions and to control variance. This study therefore adopted a simple survey because it is the most suitable method to be used for the collection of data for this study in relation to the subject matter.
Sources of Data
This study will make use of information from primary and secondary sources.
Primary Sources of Data
This was obtained from oral interviews, personal observations, questionnaire and experiments conducted.
Secondary Sources of Data
The secondary sources of data were obtained from textbooks, past research projects, newspaper, journals and internet.
Population
This consists of all office managers in selected institutionswhich amounted to 90. It consists of top managers and lower managers.
Sampling Technique
The study made use of simple random sampling technique this is because it is the easiest method as it allows members of the study population to be selected irrespective of any preferential consideration.
Sample Size
The sample of the study made up of 80 office managers and office professionals in the selected organization.
Instrument for Data Collection
The instrument used for the collection of data for the study is a structured questionnaire. The instrument was developed by the researcher and was basically used to assess the responses of respondents. The instrument mainly has two sections, (section A and B). The items contained in section A users (7) seven items and section B were (16) sixteen items which are the questionnaire items. The response format adopted for the items is a five point liker scale. The responses, levels include:

Validation of Research Instrument
The research questionnaire was validated using face validity test. The instrument validated by the project supervisor who critically examined and corrected the mistakes and approved the instrument for administration to the respondents.
Reliability of Research Instrument
In order to ensure the reliability of the instrument the researcher adopted the test-retest method and administered thequestionnaire to a set of people. After an interval of one week, thesame instrument was administered to the same set of persons again. The data obtained from the two sets of responses were compared and contrasted to see if the result obtained will give similar responses.
The Pearson’s Product Moment Co-relation was used to test the reliability coefficient at 0. 87 levels.
Method of Data Collection
The questionnaire was administered and retrieved in person by the researcher who actually responded to the questionnaire items and were later retrieved. The table below shows the distribution and retrieved of the questionnaire.

Method of Data Analysis
The research shall use mean to analyze its data. The formula for mean is same instrument was administered to the same set of persons again. The data obtained from the two sets of responses were compared and contrasted to see if the result obtained will give similar responses. The Pearson’s Product Moment Co-relation was used to test. The reliability coefficient at 0.87 levels. The accepted mean score will be 2.50
Decision Rule: Any mean score above 250 will be accepted and any mean score below 2.50 will be rejected.

Table 2 shows that out of 4 aspects showing the meaning of communication as a vital tool for good job performance at the workplace have mean ratings ranging from 3.68, which means that the flow of communication in those organization is high those aspects.
Out of 80 respondents, 20 agreed, 22 strongly agreed, were undecided that communication is a communication between two or more persons, due to the explanations that the researcher gave on the issue; the respondents had a clear motion of the importance of good communication.
Out of 80 respondents 2 strongly agreed 36 undecided decided, 5 strongly disagreed that effective communication is the sending of understandable information at work place.

Table 3 shows that 2 out of 4 aspects showing that communication can improve productivity with the help of empowerment have mean ratings ranging from 3.68, which means that the flow of communications is high in those aspects.
Out of 80 respondents , 20 agreed 22 strongly agreed 10 were undecided that healthy and productive culture within organizations are based on effective communications to the explanations that the researcher gave on the issue , the respondents of good communication.
Out of 80 respondents 2 strongly agreed 8 agreed, 36 undecided, 29 decided, 5 strongly disagreed that good communications skills are present and workers tend to keep one another accountable.
Out of 80 respondents 20 agreed, 22 strongly agreed, 10 were undecided that improves communications in workplace improves productivity.

Table 4 Shows that 2 out of 4 aspects showing how employers keep employees informed which makes them to feel a greater sense of worth have mean ratings ranging from 3.68 which means that communication gets the best of managerial performance
Out of 80 respondents 20 agreed 22 strongly agreed 10 were undecided that employers keep employees informed and they tend to feel a greater sense of worth.
Out of 80 respondents, 2 strongly agreed, 8 agreed, 36 undecided 29 decided 5 strongly disagreed that all employees are constantly watching leadership to see how their decisions affect the strategic direction of the organization and if their behaviors reflect what they say.
Out of 80 respondents 22 strongly agreed, 20 agreed, 28 undecided, 10 disagreed that strong employee engagement is dependent on how well employees get along interact with each other and participate in a team environment.

Table 5 shows that 2 out of 4 aspects showing how communication mean ratings ranging from 3.68 which means that communication impact on the job performance of office managers showing that it can increase or decrease the rate of turnover on employees performance.
Out of 80 respondents 20 agreed 22 strongly agreed 10 were undecided that communication can impact on impact on employee’s performance in the workplace.
Out of 80 respondents, 2 strongly agreed, 8 agreed, 36 undecided 29 decided 5 strongly disagreed that employees encourages low productivity as a result of gist in the office.
Out of 80 respondents 22 strongly agreed, 20 agreed, 28 undecided, 10 disagreed that benefits also play a large role in keeping employees engaged and happy
DISCUSSION OF FINDINGS
The findings of this study under research question one revealed that communication increases the quality of employee’s performance due to the fact that it is the key to a productive workforce, it encourages employees to be more efficient and continues increasing their productivity.
Research question two also shows that communication increases productivity with the help of empowerment and workers’ productivity.
Research questions three and four shows that communication gets the best of managerial performance and also increases the rate of turnover. There is a highly accepted mean rating from the response of the respondents as shown on the tables.
5.0       CONCLUSION AND RECOMMENDATIONS
Conclusion
From the analysis made so far it had become evident that communication breakdown has effect in the management of an organization. Communication as a catalyst for establishment and accomplishment of an organizations goal cannot be over stressed. The object of emphasizing this research work dwell son effective communication system both the executive leaders make sure they are informed as those in the lower cadre. This is necessary because any breakdown in communication would be a catastrophic to the life of the organization.
Communication in an organization helps in the flow of information, motivation of workers and enhancing industrial harmony in the organization among others. It is important to note that communication is indispensable in the survival of any organization. It integrates various departments’ together and they work harmoniously to achieve the organization a goals and objectives. Form management, communication helps to ensure compliance to rules and regulations, policies and as a medium to ensure effective control of staff activities and behavior.
The employee s will get informed and a breast with the activities of the organization. This is turning crease productivity level because it is only then workers feel accepted and well integrated into the organization. Good communication system in accompany enhances good public relation between the employers, customers, shareholders and government.
Finally, effective communication can be viewed as a tool for effective management, defining responsibilities of subordinates and setting standard for performances. It is clarify evident from the findings of this study that communication is an important tool for management. Effective communication leads to organizational effectiveness. This is reasonable evidence that if an organization is effective in its communication, it will be effective overall. Any organization without a well-established communication system no matter its personnel policies may be bound to operate in
5.4       RECOMMENDATIONS
Based on the findings from the study on the effective communication system and in light of data collected by personal observation and though the questionnaire conducted in the organization; it is necessary to offer the following recommendations.
1.      Management should introduce training, programmes in the organization whereby junior workers would be taught how to communicate effectively. This is necessary because poor academic background of these workers constitute problems to effective communication in the organization.
2.      Management should continue to keep in touch with the workers on new development in the company. This would enable workers to know is going on in the organization and this sustains their interest in working assiduously.
3.      Management should not relent in encouraging free flow of information in the organization, as this would motivate workers and encourage them to achieve the goals of the organization.
4.      Employees should always seek for clarity in matter which is not clear to them from the management.
5.      Management should ensure they continue encouraging work.
